  Respondent July 13, 2011

The above-captioned matter was scheduled for hearing as a contested case on April 6, 2011, at which time both the complainant and the respondent appeared.

The following orders by the Commission are hereby recommended on the basis of the record concerning the above-captioned complaint:

1.  Henceforth the respondent will strictly comply with the time requirements of 1-225(a), G.S., for making both votes and minutes available for public inspection following meetings.

2.  The Commission warmly commends the parties for enabling an efficient adjudication of this case.
