            The above-captioned matter was heard as a contested case on September 7, 1993, at which time the complainant appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint but the respondents failed to appear. 

            At the request of the undersigned hearing officer, the matter was scheduled for a continued hearing on February 22, 1994.  Prior to the second hearing on this matter, the complainant notified the Commission that he intended to withdraw the complaint.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1.  The complaint is hereby dismissed.
