The above-captioned matter was scheduled to be heard as a contested case on February 24, 2011 at 11:00 a.m., at which time the respondents appeared but the complainants failed to appear.  For purposes of hearing, this matter was consolidated with Docket #FIC 2010-400; Howard Gardner and the Minority Business Association and Center for Joint Business Ventures v. Purchasing Agent, City of Bridgeport; and City of Bridgeport. 

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1.      The complaint is hereby dismissed for failure to prosecute.
