            The above-captioned matter was scheduled to be heard as a contested case on June 24, 2003, at which time the respondent appeared but the complainant did not.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

1.  The complaint is hereby dismissed for failure to prosecute.

 

2.  The Commission admonishes the complainant for failing to inform the Commission that he did not intend to appear at the scheduled hearing on this matter.  The complainant’s failure resulted in the unnecessary expenditure of state time and resources at a time when such time and resources are particularly scarce.
