The above-captioned matter was heard as a contested case on September 15, 1999 at which time the complainant and the respondents appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. The case caption was amended to indicate that the Chief of Police and the Police Department, City of Torrington are party respondents in this case.
Following the hearing, by letter dated October 1, 1999, and filed with the Commission on October 4, 1999, the complainant informed the Commission that he wished to withdraw his complaint.
The
following order by the Commission is hereby recommended on the basis of the
record concerning the above-captioned complaint:
1. The complaint is hereby dismissed.
