The above-captioned matter was scheduled to be heard as a contested case on December 15, 1998 at which time the complainant indicated to the Commission that he wished to withdraw his complaint. For purpose of hearing, contested case docket #FIC1998-303, Gladys Alcedo and the New Haven Register v. Mayor, Town of Hamden and Town of Hamden, was consolidated with the above captioned matter.

        The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.

        1. The complaint is hereby dismissed.
