FREEDOM OF INFORMATION COMMISSION
OF THE STATE OF CONNECTICUT

In the Matter of a Complaint by FINAL DECISION
George W. Sicaras,
Complainants
against Docket #FIC 1997-303
Denise Nappier, Treasurer, City of
Hartford; and City of Hartford
Respondents June 10, 1998
The above-captioned matter was scheduled to be heard as a contested case on May
5, 1998, at which time the complainant and the respondents appeared in order to present
testimony, exhibits and argument on the complaint.
At an informal conference prior to the May 5, 1998 hearing, the complainant and
the respondents reached the terms of an agreement in resolution of this contested case.
1) The parties agreed that the respondents’ records indicate that they sent copies of
certain requested records to the complainant in November of 1997, but that the
complainant never received such copies; the parties further agreed that such copies were
provided to the complainant at the informal conference between the parties prior to the
scheduled May 5, 1998 hearing.
2) The parties agreed that non-compliance with the complainant’s request for records
related to the calculation of his pension was due to the respondents’ genuine
misunderstanding of the complainant’s request. The parties agreed that the respondents
will endeavor to assemble the requested records and information relative to the
complainant’s pension calculations, and that the respondents will then promptly provide
copies of such records and information to the complainant at no charge.
3) The parties agreed that the respondents will promptly provide to the complainant, at
no charge, copies of records relative to the pension policies of the City of Hartford, as
discussed by the parties at the informal conference prior to the scheduled May 5, 1998
hearing in this matter.
Based upon this agreement, the complainant informed the Commission that he
wished to withdraw his complaint in this matter.
The following order by the Commission is hereby recommended on the basis of
the record concerning the above-captioned complaint:
	1. The complaint is hereby dismissed.

Approved by Order of the Freedom of Information Commission at its regular
meeting of June 10, 1998.
