	The above-captioned matter was scheduled to be heard as a contested case on 
March 27, 1998, at which time the complainant and the respondents appeared in order to 
present testimony and argument on the complaint. The caption above has been amended 
and restated in order to reflect the fact that East Hartford is a town, not a city.
	At an informal conference prior to the March 30, 1998 hearing, the complainant 
and the respondents reached the terms of an agreement in resolution of this contested 
case, wherein the parties agreed that the respondents would provide the complainant 
forthwith, either as indicated respectively, with copies or the right to inspect various 
records, to wit:
a)  a copy of a memorandum concerning changes in weekly compensation of 
management staff whose salaries were adjusted in late 1997, with no redactions of names;
b)  the right to inspect the books and accounts underlying the financial statement 
for the section 8 program with reference to the period from October 10, 1996 to 
September 30, 1997;
c)  the right to inspect the checks issued for the section 8 program with reference 
to the period from October 10, 1996 to September 30, 1997;
d)  a copy of the employment contract, including all amendments, for Mr. John B. 
Roughan, executive director; and 
e)  a copy of the retention documents for attorney Ralph Alexander, including the 
request for proposals, the response by attorney Alexander to the request for proposals and 
the minutes of the respondent authority accepting attorney Alexander’s proposal.
	The parties also agreed that henceforth attorney Alexander will act as the 
complainant’s point of contact concerning Freedom of Information matters addressed to 
the respondents, and that the respondents will comply with the letter and the spirit of all 
aspects of the Freedom of Information Act. Based upon this agreement, the complainant 
informed the Commission that she wished to withdraw her complaint.
	The Commission warmly commends both the complainant and the respondents 
for working successfully to negotiate a non-litigated settlement of their earlier 
differences.
	The following order by the Commission is hereby recommended on the basis of 
the record concerning the above-captioned complaint:
	1.  The complaint is hereby dismissed.
