	The above-captioned matter was scheduled to be heard as a contested case on 
April 16, 1998 at 10:00 A.M, at which time the respondents appeared but the complainant 
did not.  The respondents, through their attorney, requested that the complaint be 
dismissed with prejudice.   

	The following order by the Commission is hereby recommended on the basis of 
the record concerning the above-captioned complaint:
	1.  The complaint is hereby dismissed for failure to prosecute. 

	Approved by Order of the Freedom of Information Commission at its regular 
meeting of May 27, 1998.
