The above-captioned matter was scheduled to be heard as a contested case on March 10, 1998, at which time the respondents appeared but the complainant failed to appear to prosecute his complaint. Docket #FIC 1997-320, Dennis K. McDonald v. Chairman, Zoning Commission, Town of Roxbury; and Zoning Commission, Town of Roxbury, was consolidated with the above captioned matter for purpose of hearing.

        The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

        1. The complaint is hereby dismissed.
