        The above-captioned matter was scheduled to be heard as a contested case on February 19, 1998, at which time the complainant and the respondents appeared, and entered into an agreement resulting in the complainant withdrawing its complaint by letter dated March 4, 1998.

        The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

        1. The complaint is dismissed.

        2. The Commission commends the parties for their efforts at arriving at the settlement reached in this case.
