            The above-captioned matter was heard as a contested case on June 13, 1995.  The complainants' request filed June 9, 1995 to postpone the hearing was denied.   At the hearing, the respondents appeared but the complainants failed to appear to prosecute their complaint.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1.         The complaint is dismissed.
