            The above-captioned matter was heard as a contested case on February 18, 1993, at which time the respondent appeared, but the complainant failed to appear to prosecute his complaint.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.

 

            1.  The complaint is hereby dismissed with prejudice.

 

            2.  This Commission deplores the waste of state and local resources precipitated by the complainant's failure to notify the Commission of his unavailability for the hearing into this matter in a timely manner.
