The above-captioned matter was heard as a contested case on October 16, 1992, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.
After consideration of the entire record, the following facts are found and conclusions of law are reached:
1. The respondent is a public agency within the meaning of 1-18a(a), G.S.
2. By letter of complaint filed May 1, 1992, the complainant appealed to the Commission, alleging incomplete compliance with his April 24, 1992 request for all records concerning him and his applications for small business loans.
3. Specifically, the complainant alleged that he was not provided copies of his dealings with the respondent two years previously.
4. It is found that the complainant by letter dated April 24, 1992 requested a copy of his entire set of records from the respondent's office, including all records of his previous applications for a small business loan.
5. It is found that the respondent under cover of letter dated April 27, 1992 provided the complainant with copies of the records of his most recent contacts with the respondent.
6. It is found that the respondent conducted a diligent search for any other records concerning the complainant, but could find none.
The following order by the Commission is hereby recommended on the bases of the record concerning the above-captioned complaint.

1. The complaint is dismissed.
