The above-captioned matter was heard as a contested case on June 15, 1992, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. This case was consolidated for hearing with Docket #FIC 91-386, David J. LaPier v. East Hartford Police Department.
During the hearing, the parties agreed to settle the complaint, the respondent agreeing to provide the complainant with the records he alleged he was denied in his December 6, 1991 complaint to the Commission, and the complainant agreeing to withdraw his complaint.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
1. The complaint is dismissed.
