The above-captioned matter was heard as a contested case on February 13, 1992, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. Docket #s FIC 91-291 and 91-304, Richard Zajicek v. Richard S. Borden, Jr., Glastonbury Town Manager were consolidated for hearing with the above-captioned matter.
Pursuant to a stipulation of the parties accepted by the Commission at its August 12, 1992 meeting, it is recommended that this matter be dismissed.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
1. The complaint is hereby dismissed.
