            The above-captioned matter was scheduled for hearing as a contested case on March 5, 1991, at which time neither the complainants nor the respondent appeared.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1.  The complaint is hereby dismissed for failure to prosecute.

 

            2.  The Commission notes that the complainants and the respondents should have, as a common courtesy, contacted the Commission to inform it of their desire not to proceed with the complaint.
