            The above-captioned matter was heard as a contested case on February 25, 1991, at which time the respondent appeared, but the complainant's representative failed to appear to prosecute the complaint.  This matter was consolidated for hearing with contested case docket numbers FIC 90-415, FIC 90-416, FIC 90-418, FIC 90-419 and FIC 90-420.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1.  The complaint is hereby dismissed for failure to prosecute.
