The above-captioned matter was heard as a contested case on July 23, 1990, at which time the complainants and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.

Subsequent to the hearing on this matter the complainants notified the Commission that they wished to withdraw their complaint.

The following order by the Commission is hereby recommended

on the basis of the complainants' request to withdraw their complaint in the above-captioned case:

1. The complaint is hereby dismissed.
