The above-captioned matter was heard as a contested case on June 18, 1990, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.
After consideration of the entire record, the following facts are found and conclusions of law are reached:
1. The respondent is a public agency within the meaning of 1-18a(a), G.S.
2. By letter dated October 11, 1989, the complainant requested access to the following: a) all communications, letters, grants, proposals and other writing of any kind between the Authority and the Connecticut Council on the Arts; b) all communications, letters, grants, proposals and other writing of any kind between the Authority and the National Endowment for the Arts; c) all budgets adopted by the Authority; d) all records of expenditures made by the Authority including, but not limited to ledgers, journals, check registers, cancelled checks and purchase orders; e) all communications, letters and other writing of any kind between the Authority and Vivian White; f) all communications, letters and other writing of any kind between the Authority and Paul Pactor; g) all communications, letters and other writings of any kind between the Authority and Mayor Tom Serrani; h) all communications, letters and other writings of any kind between the Authority and the Board of Representatives of the City of Stamford or any of the Board's Committees, Commissions, Sub-Committees or members.
3. By letter dated October 19, 1989, the complainant alleged that the respondent failed to allow him to inspect its records.
4. It is found that the complainant was in fact given access to all files kept by the respondent and was provided with copies of those particular documents the complainant requested.

5. It is also found that the respondent sent to the complainant copies of contracts that the complainant had requested.
6. The complainant claims that he had received documents from sources other than the respondent and therefore believes that the respondent is withholding documents from him that should be in the respondent's possession.
7. It is concluded that the respondent has not withheld any documents it actually possesses that fall within the scope of the complainant's request.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint.
1. The complaint is hereby dismissed.
