            The above-captioned matter was heard as a contested case on January 20, 1989, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.  During the hearing, the parties stipulated to the following settlement:

 

            1. The respondent will provide the complainant the opportunity to review the respondent's records concerning any changes on hardware or software, terms or conditions, after the award of B89/220 for the Wallingford Board of Education, without the complainant making a written request.

 

            2. The complainant will withdraw his complaint.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1. The complaint is hereby dismissed.
