            Respondent                                                           September 13, 1989

 

            The above-captioned matter was heard as a contested case on November 21, 1988, at which time the complainant and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint.  The matter was consolidated for hearing with Docket #FIC 88-414.

 

            After the hearing on this matter, the complainant withdrew his complaint by letter dated March 10, 1989 and received by the Commission on March 14, 1989.

 

            The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

 

            1. The complaint is hereby dismissed.
