The above-captioned matter was heard as a contested case on May 12, 1987, at which time neither the complainant nor the respondent appeared. Prior to the hearing, the complainant and the respondent entered into a settlement agreement which was made part of the record.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
